Sombra does more damage at close range, but still you shouldn't engage someone that can out DPS you at that range. And don't engage heroes you don't have a chance against. Rule of thumb is to prioritize hacking tanks and then damaging their supports and then get out. Hacking a tank that is good at harassing people like Roadhog or Winston is a huge win, as they wont be able to get out of the fight, put shield down or self heal. As dealing damage reveals you, while hacking someone first will give your team an advantage. You should always prioritize hacking over shooting. Good Sombras will give you a hard time surviving as any hero. If you play Sombra you have to setup your teammates and yourself to kill a single enemy.

She could be, but she is very hard to play. Shes a character that demands teamplay witch unfortunately in solo que you are hard pressed to find but when you do she swings games. If your able to work with your Sombra and capitalize on the openings she provides and the information shes giving the team she will carry the game through the advantage that information gives you. If a Sombra player is not talking to you they are immediately being less impactful than any other flanker type class because the biggest benefit to Sombra is the constant feed of intel your able to give your team. The fact that I can call out low health targets while traveling back from spawn can be extremely helpful for those still fighting the good fight. On the other hand for a Sombra to carry it needs to be a constant stream of information to your team. The main difference is that a tracer player can be silent the whole game and still have a chance to carry. However I personally find tracer's Blink extremely disorienting and for players who like that same hit and run play style with being able to sway team fights Sombra is a very close second.
